when I paste [[module MembershipByPassword]] to a page, in the box I get a red message: You can not apply.
It seems you already are a member of this site. how do I delete it and get the empty box?

Just edit the page and remove the [[module MembershipByPassword]]

can I paste the snippet enywhere?

You can put the snippet anywhere.

The reason you see the red box message is that you, personally, are logged into Wikidot and are already a member of your own site. In order to see how the module looks to non-members of your site, you need to log out and then visit your page(s) that contain the module code.

Typically, you would just edit the system:join page and then create links to that page elsewhere on your site for potential members to join your site. If your site is private, the system:join page is the default landing page for non-members.
