[BUG 23] "download the ZIPped backup" points to wrong URL

Description

In the single wiki mode, the backup URL is bad:

http://www.singlewiki.wikidot.dev/local--backup/b38b4968d7e2d9c5c589775b25d8c80a/backup.zip

As it is always served from the same domain as admin:manage, we need to make "local" link i.e.:

/local—backup/b38b4968d7e2d9c5c589775b25d8c80a/backup.zip
